In the summer of '76, after pinball and complaining lose their thrill, Val and Tim steal their friend Randal's car. The boys pick up some girls, Kari and Vicki, and go for a ride up in the hills. They intend to return the stolen car before Randal finishes baseball practice, but their adolescent hijinks spiral out of control. The short film seems to be designed to make teenagers see that joyriding isn't just a bit of fun.

A few nights later they break into Miles' garage and he catches them and threatens to call the police. Paul tells him they want the car for a ride and they will have it sooner or later. The young hoods then launch a campaign of terror against Miles and his wife. Paul realizes he has more pleasure in frightening Miles than in trying to get the car, and one day they force their way into the Miles home and brutally attack Mrs. Miles after she refuses to produce the car keys. Now thinking that Miles is in his power, Paul meets him to take delivery of the car. When Paul steps into the car, Miles pulls a gun and orders him to drive out of town at a breakneck speed.

Calling themselves "The Wolf Pack," the A.T.T.F. employs a fleet of beefed up SUVs equipped with tracking devices allowing them to local and recover stolen vehicles, arresting the perpetrators.

He is scheduled to make a speech in which he will expose the corrupt activities of an industrial magnate and his congressional stooges. The wealthy capitalist in question, Anthony Starkweather, along with his son-in-law and political puppet, Senator Thomas Chalmers, will do everything in their power to foil Knox's great speech and publicly disgrace him. To complicate matters, Margaret Chalmers, wife of Senator Chalmers and daughter of Starkweather, forms a friendship with Knox and begins to sympathize with his cause.
